If Shiva is your IshtaDeva then you will have a relationship with Shiva which only you can realise and understand.
The recommended method to invoke your IshtaDev is through Japa, Tapas and Yoga saadhna. There is no other known means to connect with the Shiva tattva within.
The best time to perform your saadhna is the prahar before sunrise, also known as Brahman moohrat. You should wakeup in this hour and bathe with cold water then perform your saadhna.
The hour before sunrise is quite and peaceful, birds and all other creatures are asleep. It usually takes 60–90 minutes to perform your daily ritual and saadhna.
Some would say the Sandhya Kalas of the day are best suited:
5:40 AM to 6:20 AM - Morning
11:40 AM to 12:10 PM - Noon
5:40 PM to 6:20 PM - Evening
11:40 PM to 12:10 AM - Night
This is the best time to practice your Yoga saadhna as you get the whole day for yourself to perform your karmas required for the maintainence of your life.
Otherwise, if you want to go deep into Bhakti Yoga then there is no fixed time for you. Time then is not a constraint for you if you are singing and dancing in the joy of worshipping Shiva.
