Lord Shiva doesn't have to be at Kashi alone. Or at Ujjain, or Somath or Kedarnath Ji. Shiva is not confined to the four walls of a temple or a place. He is omnipotent and omnipresent. He can assume any form of His choice. See him in any form that you like most, he can be Rudra, he can be Bholenath, he is Mahayogi, He is Pashupatinath. See Shiva as family person sitting with his wife Maa Parvati. He can be seen with his devotees. Shiva can be seen as warrior fully loaded with weapons. He can be seen as a simple hermit with a stick and a bowl. He can be seen with long matted hair, or you see him with long beard. Whatever form you want to please him in, he will be happy, for he will just see your faith and devotion, not rituals. It's written very clearly in Shiva MahaPurana. "A man who worships lord Shiva while maintaining the rules of 'varna ashrama dharma', (four stages of human life) has the blessings of Lord Shiva and all of his desires are fulfilled". Only Shiva purifies aspirants of their sins and bestows renunciation. Shiva alone can remove all our impurities. Shiva is the divine filter that receives the prarabdhas and impurities of the people, thereby making them pure.
