Yes of course he can!! Let that devotee may be good or bad. For example take Ravana he pleased Lord Shiva and lord Shiva blessed him. He does not discriminate any of his devotees. May be a small spider to a big elephant,to a demon till the gods and humans. If you believe in him and trust him and have faith in him he can do anything for you.
Lord is very kind at the same that fierce to the papis, he is sweet and good and at the same that damn terrible,at the same time clam as ice and as angry as fire. He is always kind to everyone let it be his devotee or not. There are many stories where the lord proved that he can go against the law of nature for his devotees. Taking this advantage of the innocent god, the asuras always ask destructive boons and he has no other way but to grant it. So we should never take bad advantages of anyone, if we do then we are calling for our own self destruction.
Take the story of Markhandeya. When he wanted to live for his mother and father he put all faith in the lord and prayed him that at least till his parents die let him be alive. When yama the Lord of death came and forcefully wanted to take his life, lord shiva came and rescued him and made him free of death! See how kind the lord is! We expect something and he gives us more than that! All we should have is faith,trust and love for him. He sees all his devotees with the perspective as Goddess Parvati sees everyone as her own children. He never disappoints his devotees. - fb
