Since Lord Shiva, Lord of the Universe, does not usually sit on a throne, here Nandi is symbolic of Shiva's seat of power or whatever Shiva owns in His person.
The fact that Parvati is seated there, to my mind is the clearest signal that whatever is Shiva's , is Parvati's also, and Shiva Himself will protect that. This means anyone who wishes to worship Lord Shiva, must look upon Devi as the true Lordess of the world. Bhavam Bhavani Sahitam Namami.
