Our Karma and the consequences of our actions is of our own responsibility.
To avoid more karma, we have the ability to be conscious about our actions and reflect on its consequence. Not all actions with good intention has good consequence.
If you give candy to a child because you know it makes him or her happy. Your intention to make the child happy is good, but on the other hand, you are harming the child's health.
Did you create good karma or bad karma? You created bad karma because the consequence is what the child will have to live with. Any health related problems is caused by a misjudgement of our love.
Can prayer clear our karma? No. Can asking Shiva for forgiveness clear our karma? No.
We have caused someone injustice, we have to repay it accordingly, otherwise, there will be no justice.
We are all following the law of nature, and the law of nature is strict and without exemptions.
What can be done?
Keep on creating good karma. Shaivism is about knowledge. Knowledge and reflection creates understanding. Take conscious steps, be aware, and start creating positive actions THAT LEAD TO positive consequences.
In time, said positive consequences are your positive karma.
This is why knowledge is powerful. This is why knowledge is the next step.
Devotion is the beginning of the journey, but you have to move higher and forward. Practice dharma and create positive change. Shiva will guide through knowledge.
