Sarvatra Bhairav! the Kashmir Shaiv Darsana : Kashmir Shaivism teaches us that there is no place where Lord Shiva is not actually present, simply because He is all that IS. Nothing can exist without Him! It Is God Himself who has manifested this entire Universe from His own Shakti, and therefore He permeates each atom.Bbut, we 'see' him not! This, is the play. When a sincere Bhakt begins the search for this Hiding God, Ultimately he does find that God is everywhere. Aum Namah Shivaya!
