She is Shakti, and He Shaktimaan.She is the Hetu( cause) of the world manifestation.In the Understanding of Kashmir Shaivism, Lord Shiva is not very keen to create the Universe, His inherent Nature is to be content in a timeless Self Repose,however Shakti urges Him to create, "urja" and therefore she is called Jagad Ambe- The mother of the world.
