The artist's portraying His hair in the same style of the roots and branches of the tree connected things for me immediately: From Shiva do all things emanate, from Him do all things grow.
Also, the stones around him almost look like Shivlings, furthering the Divine message: All, Is Shiva.Shiva is in all.
