Whether or not God exists, and to what definition you have of God, one thing should stand true. The philosophy if Shaivism holds true not because of God's existence but mainly because of the values behind the philosophy. The core of Shaivism is its teachings, and your personal experience.
If you don't believe in the philosophy with or without Shiva, then you were never a Shaivite in the first place.
