It means the param bhaktin is sure that her Beloved will surely arrive. Of Shiva it is said He is one who never likes to incarnate, Of Parvati say the sages, she is one who can make even Shiva incarnate.Bhakts like Parvati Become the Hetu-cause for Shiva to come to His own creation.
