A true Shaivite sees the beauty of Shiva in all his forms. When Goddess Parvati married Lord Shiva, Lord Shiva arrived in the procession looking like this, with all the ghosts, ghouls, and demons together with him. His was a horrifying sight to all non bhaktis of Shiva, as well as to bhaktis who are not true bhaktis by heart.
After all, a true bhakti by heart follows and understand all the principles and philosophy of Lord Shiva.
This is an image that separates the bhaktis from the rest; the enlightened from the rest.
