Shiva is constantly creating His own world, in which we find ourselves in a cosmic dance.

चितिः स्वतन्त्रा विश्वसिद्धिहेतुः॥१॥
स्वेच्छया स्वभित्तौ विश्वमुन्मीलयति॥२॥

The sutras of the great scripture of Kashmir shaivism, pratyabhijnahrdayaman state that
1) Citih, which is absolute consciousness, (and latent with power to do), by its own free will (svatantrya/independence), is the cause of manifestation, preservation, and again re absorption or withdrawal of the Universe into itself also called dissolution.
It next says that By Her own power, she unfolds the Universe on her own screen. This is a direct statement on the understanding of Kashmir Shaivism, that God is both the efficient, as well as material cause of the Universe, that is to say, He creates out of his own will, on his own self, there is no extraneous material, and even the analogy of the potter and the pot of clay, fails here, since the potter emanates or projects out of himself, not out of clay.
This beautiful picture to me exemplifies the great Understanding: Shiva is constantly creating His own world, in which we find ourselves in a cosmic dance.
