Because he is incarnation of Lord Vishnu himself as per Skand MahaPuran and some sakta texts also ( don't exactly remember which one currently )
Once Lord Vishnu saw Lord Kartikeya playing happily in the lap of Maa Parvati. Seeing this beautiful scene of mother-son love, Lord Vishnu wished to feel maternal love as a small baby. Maa Parvati and Lord Shiva understood his feelings, so maa gave him a boon that in future he will be born as her son (as Ganesha).
