Tantra means to expand your consciousness and swim across ( this Ocean) .

Sam Karoti iti Samkara

He who helps you to reach that expanded consciousness of Shiva, is Shiva Himself.

Ma Durga asked of Shiva a long long time ago, to teach all the children; In Shaktopaya, when the Guru initiates you with a mantra, It is indeed Her blessing. Her blessing which finds us the Guru in the first place, and then Mahadev Himself.
