Once Mahadeva Shiva was in the deepest Dhyana about the welfare of the world created by Him, and then He realised, this was the timeless cycle , the eternal time loop :

Through observation, Shiva teaching Shiva His own wisdom,

and then passing it on so that others may identify their own divinity as well.
