The moment of Decision
It is said that the saddest time in Shiva's life was when Sati gave up her own life because of her own Father Daksha dishonouring her beloved Husband .
Shiva could not avert the incident , nor could He bring Her back to life. This was basically because She, as Durga Had made up her mind to end this particular life of her own accord.

was to destroy the entire Universe.

That was the moment of Decision. When Shiva stood atop His Hill with Sati in His arms, wondering if anyone deserved to live when She was dead. Time stood still.
The world shivered. Devas shivered, Brahma Shivered, Vishnu Shivered. Shivering in Shiva’s wrath had become the new extension of the presence of Shiva.
